PAH in South Sudan:

PAH has been working in South Sudan since 2006 as one of the first NGOs established in Jonglei State. We are a small team of committed individuals aiming at delivering tangible and sustainable change in the largest, most populous and most conflicted state of South Sudan. We are needs- and community based, hence aside drilling and repairing boreholes, developing accompanying O&M structures and innovative approaches to sanitation and hygiene promotion, we have also been developing our emergency response capacity. Our Emergency Response Team (ERT) mainly reacts to WASH and NFI needs of populations affected by conflicts and natural disasters, which have been on the increase for the past three years. Thanks to the expertise gathered over the years, we were also appointed to lead WASH Cluster in the state: we coordinate WASH emergency response with partners and hence make sure all vulnerable communities are served at the time of crisis.

Who PAH is looking for:

PAH in South Sudan is looking for an external Candidate for a Communication Officer. The person will hold the following responsibilities:

Objective / role of the position:

Compiles communication materials from the mission, takes part in designing and layout of publications, reports and other information materials in compliance with PAH communication strategy

Tasks being performed on the position

Core tasks

1. Producing and compiling materials for external communication

· Updating Face book, Twitter and You Tube with current programmatic activities in cooperation with Communication Department in HQ to increase engagement and social media following.

· Write communications pieces (success stories, articles, blog posts, etc.) and create project presentations.

· Help the programme team & partners with their process documentation work: interviews, taking photographs, making video, etc.

· Ensure the quality and validity of information collected from the field and nationally.

· Edit and abstract project documents into articles for newsletter and the website.

2. Improve internal and external communication and ensure the quality of communication materials

· Ensure effective information flow among all staff, members and partners and stakeholders involved

· Provide support and technical direction to the staff working in the field, in order to ensure a consistent two-way flow of data and information from the field offices to project center

· Conduct photography, video making trainings and workshop for the staff

· Support the programme staff to develop information outputs such as newsletters, newspaper articles, website, flyers, briefing notes, short video films etc.

3. Photographing & Video Documentation

· Maintain and organize photo and video documentation

· Sharing knowledge and experience with other staff

· Reports regularly to supervisor

· Perform other duties as assigned by the supervisor

4. Leadership tasks

· Manages the Communication Assistant

· Recruits team members

· Monitors their performance and evaluates them

· Motivates and builds capacity of the team

Required experience and qualifications (minimal):

· Experience in particular sector 2 years in particular unit

Level of education:

· Training & qualifications Article writing skills required in English (Juba Arabic an advantage).

· Ability of using Photoshop, Publisher is required, other graphic design software’s (Adobe Illustrator, In Design) and movie editing software’s is an advantage.

South Sudan: WASH Engineer

WASH Engineer South Sudan (VG/WE/SS)

About the role: This is a 12 month (renewable), replacement role with un/accompanied terms based in Bentiu, Unity State with a salary of Grade 2 €29,734 – €33038. You will report to the WASH Coordinator and will line manage WASH Project Officers and Construction Supervisors and work closely with the Area Coordinator, Environmental Health Specialist, State and Site WASH Focal Points, NFI/Shelter Manager, Emergency Nutritionist and WASH partners in Bentiu PoCs (IOM, Mercy Corps & UNICEF).

We would like you to start on 1st May as the current post holder leaves in May.

Your purpose: To oversee the technical aspects of Concern’s WASH programming in Unity State and ensure compliance with humanitarian standards and delivering high quality WASH inputs in accordance with programme plans and budgets. You will be responsible for: Responsibility for the implementation of the hardware component of the WASH Programme in Unity State. Provision of technical oversight and quality control in the design, implementation, monitoring and evaluation of the hardware component of Concern’s WASH projects in Unity State, South Sudan. Design of WASH infrastructure that is appropriate for each stage of the emergency as the situation evolves. To participate in assessments and response in remote locations as required. Construction management: • Provide technical support and oversight for all water supply and sanitation infrastructure within the PoC and in Unity State and ensure compliance with SPHERE standards • Supervise construction contract management, technical quality, policy and procedural compliance and work plan supervision of all construction undertaken by Concern, including water supply and sanitation infrastructure; • Ensure that all construction materials are accounted for, tally with request orders and that the documentation of the release of these items is compliant with our logistic policy & procedures (procurement, warehousing, stock control); • Provide remote management of WASH services as the situation evolves. • Ensure that minimum standards of technical quality are adhered to in all engineering activities and interventions and that they are technically and culturally appropriate, suitable for the given emergency state, realistic and on budget Assessments and Response • Conduct WASH assessments in remote locations, through participation in short response missions • Respond to the urgent WASH needs in remote locations through direct implementation including repairing of boreholes, tap stands and other water supply and treatment facilities and construction of emergency latrines, whilst providing recommendations on other longer-term solutions • Actively participate in discussions on building responses in Unity State as the situation evolves • Preparatory drawing, designs and BoQs, ensuring that designs and BoQs are community-led and cluster-agreed • Ensure water point and latrine drawings and designs are completed, accurate and compliant with Government , SPHERE and Concern standards • Ensure the quality of technical designs and BoQs for water points, latrines and other WASH infrastructure are in line with recommendations from the WASH Coordinator and Concern Head Office WASH Engineering Advisor Coordination and Liaison with Sector Programs & External Agencies: • Represent Concern Worldwide at any WASH Cluster or technical working group meetings as required by the WASH Coordinator, ensuring that all WASH engineering activities are coordinated with other actors and stakeholders in the programme area • Meet and engage with County level officials of relevant government ministries and liaise with key head-office based technical advisors on hardware technical matters • Liaise with the Environmental Health Specialist to ensure that all aspects of hygiene promotion are considered during the design and construction of WASH facilities HR and Capacity Building • Line management of WASH project officers and construction supervisors: establishing and monitoring SPHERE standards within the project implementation plan • Technical and construction management capacity building to the WASH Team, ensuring understanding and compliance by all stakeholders with the Concern Program Participant Protection Policy and the Humanitarian Accountability Partnership (HAP) standards • Promote and address gender and equality issues as well as minimising and addressing the risk of HIV & AIDS and any other risks that threaten the lives of our target group e.g cholera. Grant Management and Reporting • Work with the WASH team to ensure that procurement and HR plans align with the existing and approved budget; ensure timely reporting according to grant schedules and support in monthly expenditure tracking

Your skills and experience will include: Essential: • Qualifications in a discipline related to water & sanitation engineering – Masters degree in Water & Sanitation engineering or in civil engineering (with specialization in water, sewage, public health); • Minimum of three years overseas experience with an NGO implementing hardware component of WASH programmes, preferably in a humanitarian/camp setting with some experience of working in an insecure environment • Familiarity with humanitarian law and principles of humanitarian action (international code of conduct and humanitarian charter); familiarity with Sphere guidelines and people in aid, code of best practice; knowledge of Humanitarian Accountability Principles • Practical experience in the design, construction, repair and rehabilitation of water points (including hand dug wells, boreholes and communal tap stands) and latrines (at a communal and household level) • Strong experience in organising tender processes: contractor appraisal/ assessment of technical designs/ BoQs etc. and development of construction contracts • Experience in managing and training of staff and contractors on design, construction, and technical standards • Sound IT skills, including Word, Excel and AutoCAD • Excellent command of oral and written English • Ability to prepare project related reports/documents • Ability to live and work in a close team environment

Desirable: • Additional qualifications in Public Health related subjects • Experience in rapid response missions in remote humanitarian settings
