Conditions :

Junior Programme Officer position Swiss salaried contract 1800 CHF net /month x 13 times (+ Withholding AVS candidate for Switzerland). Vacancy: 25 days/year, Health insurance, accident and medical repatriation insurance, location, return flight.

Context :

Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.

In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult. In 2013, Pochalla and Labarab (Jonglei) were two recruitment places of child soldiers by the Cobra Faction, David Yau Yau’s second rebellion which he claimed to be a response to underdevelopment and marginalization of Pibor county and the lack of local power-sharing with the Bor government. At the end of the conflict, a DDR national program was implemented and 1,757 child soldiers were released in GPAA between January and April 2015. Out of this number, 283 children from Labarab have been transferred to Tdh by UNICEF.

Our intervention in GPAA / Boma state has started in March 2015 with the implementation of a UNICEF & TDH Netherlands funded program, which aimed at providing psychosocial, social and economic assistance to 283 Children formerly Associated with Armed Forces and Armed Groups (CAFAAG) for their reintegration and to 283 most vulnerable children in Boma state. Key activities included taking children through an Interim Care Centre (ICC), providing them with psycho-social support, undertaking Family Tracing and Reunification (FTR) when appropriate, and initiating vocational trainings and small business grants to older ex-CAAFAG and Most Vulnerable children. In a bid to facilitate family- and community reintegration, the project also supported 566 caregivers of ex-CAFAAGs and MVC with materials (i.e. cooking sets, mats, solar lights) The project moreover provided PSS activities for 2,695 conflict affected children as part of normalization and recovery process. Furthermore, the project assured awareness raising sessions on a range of child protection issues to deter recruitment and re-recruitment.

Tdh also provided technical support and capacity building to the local NGO “Hold the Child” which was in charge of building and running the Interim Care Centre (ICC) as well as ensuring social reintegration of 160 demobilized boys in Pochalla. TDH Netherlands and UNICEF Grants ended in March and April 2016 respectively, but a new PCA has just been signed with UNICEF to continue with the same activities on a new 12 month-period, from July 2016. Since January 2016, Tdh has also been implementing a Wash & Child Protection intervention in the same area, as part of the South Sudan Joint Response (SSJR) of the Dutch Ministry Of Foreign Affairs. Last, additional contributions by some Swiss Charities are expected to support trades that are adapted to the semi – arid pastoralist context, and connected to the agricultural & livestock sector.

Past displacement due to conflict in the three most affected states resulted in an influx of IDPs in the PoCs and IDPs sites in Juba where Tdh started it’s protection activities in october 2014. There are 28,526 IDPs living in the three UN House PoCs in Juba, whereas UN House PoC3 hosts the largest population with 20,154 individuals (source: IOM 2015). Half of them are children below 18 years of age. Both POC 1 & 3 have increased populations sizes due to the latest conflict, starting 8th July. Tdh is supporting CFS and CBPSS activities in POC3, and, in POC 1, Tdh has deployed 4 PSS facilitators to link with school and implement CBPSS activities.

This situation is putting pressure to the existing over-stretched resources and facilities, further sparkling frustration within the displaced population, along with an increased tensions between them and the neighboring host communities. The current economic crisis, the precarious livelihood means of the IDPs, the emotional and psychological burden of the displacement and the uncertainties about the future, are heavily affecting the lives of thousands of IDPs, among whom children and women suffer the most.

At national level, Tdh participates in coordination meetings (i.e. Protection Cluster, National CP Sub cluster, UN House Protection and CP coordination, FTR Technical Working Group, CAAFAG Working Group, PSS Task Force and CES CP Working Group). Tdh is co-lead for the CES CPWG and the UN House CP Working Group.

Main responsibilities :

Over a 6 month – period, the Child Protection M&R Officer will be assigned the following duties and responsibilities :

  1. S/He develops a MEAL plan, proposes relevant tools and techniques to monitor Child Protection projects in both Juba and Boma County and supports the projects teams in their implementation.

  2. S/He consolidates data from the field in order to produce evidence based, analytical and quality donor reports, within the deadlines. S/He ensures that data is transmitted on time from the field to the coordination. S/he develops a an annual reporting chronogram.

  3. S/He represents Tdh at national level clusters and play an active role in positioning Tdh as a leading actor in Child Protection. S/He ensures linkages between the projects and the cluster are effective by sharing relevant information with projects teams and the coordination and by sharing important achievements of the projects to the cluster partners.

  4. S/He supports Child Protection assessments missions in Juba or Central Equatoria State : drafting TORs, writing assessment report and Concept notes / project proposals. A particular focus should be on street children and juvenile justice in Juba.

  5. She works closely with the HQ Humanitarian Specialist to monitor and improve the quality and technical aspects of the interventions.

  6. S/He advises the Country Representative on cases of breaches of the Tdh CPP.

Function details :

Monitoring, evaluation and reporting

  • Develop, share and implement a MEAL plan for all projects implemented by Tdh.
  • Develop specific monitoring tools adapted to each.
  • Ensure that the monitoring tools are duly filled with reliable data.
  • Consolidate project data and produce evidence-based and quality donor reports within the deadlines.
  • Consolidate the monthly sitrep.
  • Draft questionnaires, contribute to data collection and survey ToR.
  • Participate in writing assessments and survey reports.
  • Report any identified technical challenge, or question to the HQ Humanitarian Child Protection Specialist.
  • Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees

Project Strategy and planning

  • In collaboration with the Country Representative and Juba based international PM, participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
  • Support Child Protection assessments and participates in brainstorming, and proposal writing exercises for Juba / Central Equatoria State

Support in Project Implementation

  • Support CP teams in Boma and Juba to implement project activities when needed


  • Design clear formats for data collection and treatment and train the Child Protection team accordingly
  • Supervise the development and management of a Child Protection database management system
  • Supervise data protection procedures and filing


  • In collaboration with the Country Representative, communicate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the Child Protection project
  • Regularly attend Child Protection Working Group meetings and other relevant fora at local level, and national level when relevant.
  • Coordinate with other departments (programme and support) as necessary.


  • Represent Tdh at national level clusters and play an active role in positioning Tdh as a leading actor in Child Protection.
  • Ensure Tdh’s aims, achievements and activities are shared with partners.
  • Contribute to coordination mechanisms, including the sharing of information and reporting.
  • Attend or delegate attendance to appropriate external meetings at sector level, in order to ensure
  • Network with other NGOs and entities in the interest of information sharing and best practices.

Framework of work

Under supervision of the Grants Coordinator, the Communications &Reporting Officer will assist with report and proposal editing, writing program summaries, and developing program communication materials. The Officer will also assist in creating or revising program budgets in Excel, and conduct administrative tasks as assigned.


The Communications &Reporting Officer is expected to have initiative and possess strong writing, editing, and organizational skills. He / she must be attentive to detail.

Program Development

  • Assist with the collection and management of proposal and other business development documentation such as partner information, country and funder information, and upload to appropriate database systems
  • Provide assistance with the review, editing, and compilation of proposal sections, marketing materials, and other documents
  • As needed, provide additional capacity for business development/proposal recruitment efforts;

  • Participate in proposal preparation for OFDA and other donors, including writing sections, assembling annexes, drafting budgets, and coordinating with the program team for necessary inputs

  • Help liaise with RI headquarters and RI’s regional office in Nairobi throughout the proposal development process

Grants & Reporting Support

  • Assist in filing and maintaining all grant documentation, including contracts, budgets, external evaluations, quarterly reports, etc.
  • Ensure grant documentation (at the country and HQ level) is electronically up-to-date on server systems
  • Send reminder emails about reporting deadlines, ensuring forward planning and the timely submission of donor reports across the region
  • Review financial monitoring tools in collaboration with finance and sector coordinators, providing the Grants Coordinator with basic summaries on monthly spending trends
  • Help ensure field offices and staff had the capacity and appropriate data collection systems in place to document and gather information required by RI and the donor
  • Assist with the development of survey questionnaires for rapid assessments, and other relevant documents
  • Provide assistance with the review and editing of program reports and other documents
  • Help with gathering required data for RI’s global performance, accountability and learning (PAL) department
  • Coordinate the compilation of regional-level RI indicators

Communications & Representation

  • Represent RI to external stakeholders and effectively demonstrate knowledge of the company’s history, values, and standards
  • Create write-ups of project related ‘success stories’ and assist in the documentation of lessons learned
  • Assisted in preparing and updating public relations materials such as brochures, capacity statements, and country profiles

  • Assist in the development and monitoring of work plans, deliverables, sub-grant programs, training, and technical activities

  • Update project location maps for relevant communications materials

  • Provide timely information on RI South Sudan program activities for RI HQ and related websites

  • Attend informative events related to the subject matter or region of a program to network and learn information that could be valuable to program activities
